Associate Director, Commodity Management & Sourcing, Subcontractor Management
Description
The role will manage subcontractor base for turnkey Mods delivery across CSA — strategy, regional sub pools, rate-card governance, onboarding/contracting/payments, competitive bidding, performance/safety/SLA, and cost/schedule control. The role will lead a team of Contractor Managers and be accountable for subcontractor OTD, rate-card compliance, safety/SLA and cost variance.
Strategy & organization build
- Own subcontractor strategy, regional labor pools and rate-card governance across CSA.
- Develop preferred / managed subcontractor programs and a qualified regional bench.
Onboarding, contracting & payments (close the gaps)
- Remove the onboarding, contracting and payment friction that drives project implementation delays.
- Standardize master subcontract agreements, insurance, compliance and risk vetting of the sub base.
- Streamline subcontractor payment / AP processes in partnership with Finance.
Bidding, rate cards & cost control
- Run competitive bidding and award decisions; build and maintain regional rate cards so Project Managers quote from pre-negotiated, defensible pricing.
- Control subcontractor cost and schedule on projects.
- Benchmark labor rates across regions and drive should-cost on subcontracted labor.
Performance, safety & SLA
- Own subcontractor performance scorecards, safety and SLA management; drive on-time delivery and resolve escalations.
Leadership & cross-functional
- Coach and develop the Contractor Managers; align Project Management, Mods Sales, EHS, Legal, Procurement and Finance around one subcontractor plan.
Minimum Requirements:
Bachelor’s degree in Supply Chain, Construction Management, Engineering or Business.
10+ years of progressive procurement / services / subcontractor or construction-management leadership, including direct people leadership and building or scaling a team.
7+ years' experience with subcontractor / services sourcing experience: master agreements, rate cards, competitive bidding and award management.
7+ years' experience with strong contract and commercial acumen, including EHS / safety, insurance and compliance requirements for subcontractors.
7+ years' experience Track record controlling services cost and schedule on $100M+ of contracted labor; should-cost and negotiation capability.
Preferred Requirements:
HVAC, construction, field-services or turnkey-project background.
Knowledge of regional labor markets and multi-region sub pools (e.g., CLT / SYR / MX).
MBA or equivalent; Lean / Six Sigma; PMP.
Hands-on with ERP (SAP) and pipeline/contracting tools; rate-card / bid-management systems.
