Compliance Officer
Description
About Base
Base is America’s next-generation power company. We’re rebuilding the foundation of modern civilization–electricity–by deploying a vast network of distributed batteries that is transforming today’s fragile, centralized grid into a resilient and abundant system. We are engineers, operators, and creatives solving some of the most complex, interdisciplinary challenges of our time.
About the Role
Base’s Compliance Officer will sit in the Legal/Regulatory/Policy function and lead compliance across Base. You'll own the program that keeps Base in good standing with every regulator we answer to and set up processes to ensure that all regulatory filings are timely and accurately filed. Base’s regulatory footprint is expanding rapidly. Each new market requires a new compliance framework, a new set of filings, and a new ongoing compliance regime. You will build the program that scales with us. You’ll report to the Chief Legal Officer and work closely with Leadership and every function at the Company.
What You’ll Do
Build and own Base’s compliance program: risk assessment, policies and procedures, training, monitoring, and testing. Update it as we enter new states and as rules change.
Set priorities, help prepare filings, and turn what we learn in each new market into a repeatable playbook.
Serve as Base’s accountable compliance contact for regulators, including the Public Utility Commission of Texas (PUCT), the Illinois Commerce Commission (ICC), FERC, and ISOs/RTOs (the grid operators that run regional power markets).
Keep records that stand up to an audit: filing calendars, evidence, and audit trails for every regulator-facing action.
Track rulemakings and rule changes across active jurisdictions. Brief Leadership on what they mean for the business and what operational changes they would require.
Build compliance into daily operations and systemize our approach, including with respect to marketing review, contract authorization, consent EDI flows, and complaint handling.
Investigate potential violations, decide when to self-report, fix root causes, and follow through until the issue is closed.
Ensure that compliance requirements carry through to the installer partners, vendors, and utility partners who work on Base’s behalf.
Report on program health to Leadership: open issues, upcoming deadlines, and where we are exposed.
Oversee energy trading compliance, including applicable CFTC, FERC, exchange, and market rules; trader training; market manipulation prevention; trading controls; and reporting and recordkeeping obligations.
What You’ll Bring
7+ years of compliance experience at a utility, retail electric provider, alternative supplier, ISO/RTO, state commission, or another heavily regulated industry, with direct energy experience preferred.
Experience building or running a compliance program, from risk assessment through controls, testing, and training.
Working knowledge of retail electric provider rules, the Texas Administrative Code, or similar state frameworks. Comfort reading tariffs and administrative code and translating them into operational requirements.
Direct, fact-based written communication, and the conviction to direct the Company with respect to compliance.
Project management instinct, a bias to grab scope rather than wait for it, and comfort in a fast-moving, unstructured environment.
About the Team
LRP is a small, high-ownership function with clear accountability, tight feedback loops, and a strong bias to action. Regulatory Compliance works closely with Policy, Legal, and the operating teams that build and run Base's markets, keeping us clean with the regulators that govern every part of how Base delivers power.
Please note: Base is a startup, which means priorities shift and evolve quickly. Your role may expand or change based on the needs of the business at any given time, so the responsibilities listed may not be exhaustive.
Our Values
First Principles Thinking: Question assumptions. Principles > rules.
Operate at Base Pace: Focus on what matters, act quickly, and learn by doing.
Give & Get Feedback: Be direct, be humble, and maintain a growth mindset.
Everyone’s an Owner: Follow through on commitments and own results.
Strong Opinions, Loosely Held: Drive clarity and make calls with imperfect information.
Committed to the Mission: Rebuilding the grid is a big challenge. We work hard because we care deeply about the impact we’re creating. We work in-person. It’s not a 9-to-5. We are all-in.
Fun & Optimism Coexist with Grit: Collaboration and celebration coincide with the intensity of building real things.
