DIRECTOR, GLOBAL MARKETS AND RESOURCE MOBILIZATION

JOB SUMMARY:

This role can be based in any approved CARE USA location. Candidates must currently have and maintain the legal authorization to work in the country in which they will be based. International relocation or expatriate terms are not available for this role. This position is not visa sponsorship eligible.

The Director, Global Markets and Resource Mobilization, will serve as a key driver of CARE’s resource mobilization strategy. This role leads a plan to develop new potential fundraising markets, including supporting a new Gulf market lead, while coordianting and executing initiatives in partnership with CARE Members and Country Offices in repositioning for private and public funding opportunities. The Director will ideally be based in Europe to maximize effectiveness across the member partner network and Gulf donor landscape.

The ideal candidate will bring demonstrated success across the spectrum of private and public fundraising channels, including corporate partnerships and private sector engagement, foundations, multilateral institutional funding, and major and principal gifts cultivation. They will have a track record of managing complex, multi-channel portfolios simultaneously and understand how to integrate and sequence these channels strategically to maximize revenue, particularly in international and cross-cultural contexts.

This role also helps lead, coordinate and support the Global Fundraising Directors Group on behalf of the CARE confederation, driving alignment, shared learning and best practices, and collective revenue growth. They will help link country and member partners with CARE USA fundraising teams and will serve as an advisor to the Secretary General, Council, and National Directors on international fundraising strategy, market positioning, and resource mobilization priorities.

RESPONSIBILITIES:

New Market Development and Support

• Supports a new Gulf market lead by following through and maximising the fundraising opportunities. Leads the development of a business case for potential new market entry with a focus on Asia. Contributes to growing CARE’s private revenue base and diversifying the donor portfolio.

Country Office Resource Mobilization Support

• Support CARE country offices on resource mobilization, helping position for private sector, co-financing, and their own national government funding. Work closely with International Program Operations, CARE fundraising, country office and international program teams to align on pipeline, risk assessment, and joint proposals. Ensures country offices are equipped to access private funding opportunities aligned with CARE's programmatic priorities and approaches. Strengthen country office capacity in resource mobilization in collaboration with CARE USA fundraising teams. Connects Country Offices with CARE fundraisers on pipeline needs.

Match Funding & Co-financing Support

• Maintain a match funding map and support delivery of the co-financing strategy, identifying and raising against match opportunities. Help country offices and program teams align funding pipelines with available match. Prepare proposals and materials that leverage co-financing to maximize donor impact and unlock larger opportunities. Connect country offices to CARE fundraising teams to support resource mobilization strategy development.

CARE Member Engagement & Coordination

• Engage and support CARE Members with fundraising capacity, investment cases and shared pipeline development. Build strong working relationships across the CARE confederation to facilitate collaborative fundraising, and coordinate materials, scheduling, and follow-up for confederation fundraising forums. Support growth ambition and execution.
