Description

SAIC is seeking an experienced IBCS Regional Lead to direct operational execution and mission support across a geographically dispersed group of Integrated Battle Command System (IBCS) sites. The Regional Lead serves as the primary operational leadership point for the assigned region, translating program priorities into coordinated site-level action while maintaining readiness, customer confidence, and continuity of support.

This full-time position is fully on-site at Redstone Arsenal, Alabama. The Regional Lead reports to the Operations Manager, supervises multiple site leads, and requires up to 50% travel to CONUS and OCONUS customer locations.

The successful candidate will lead distributed field-support personnel, synchronize competing requirements, and integrate field operations with technical, logistics, training, property, security, travel, and program-management functions. This position requires a leader who can make sound day-to-day decisions within delegated authority, communicate difficult information clearly, and promptly elevate contractual, funding, scope, safety, security, or other material risks to the appropriate authority.

Key Responsbilities

  • Direct day-to-day operational execution across multiple IBCS sites within the assigned region.
  • Supervise multiple site leads and provide performance management, leave management, staffing, employee development, expectations, and accountability.
  • Translate program priorities into regional operating plans, site tasking, staffing coverage, schedules, and measurable outcomes.
  • Maintain visibility of personnel, system, equipment, training, fielding, maintenance, and customer-support readiness across the region.
  • Lead, coach, and develop geographically dispersed site leads and field-support personnel while sustaining accountability despite limited face-to-face contact.
  • Serve as a trusted customer-facing representative to supported Army organizations, site leadership, senior stakeholders, and the IBCS program office.
  • Deliver timely and candid status, including limitations, schedule impacts, recovery plans, and decisions required from leadership or the customer.
  • Prioritize competing fielding, test, training, maintenance, travel, and surge-support requirements; allocate or recommend resources within delegated authority and communicate tradeoffs to affected stakeholders.
  • Integrate regional activity with systems integration, field service, logistics, training, property, security, deployment, travel, program control, and other program functions.
  • Identify operational and program risks early, assign and track mitigation actions, and escalate matters involving scope, funding, contractual direction, safety, security, or customer commitments.
  • Establish and maintain an accurate reporting rhythm for readiness, staffing, schedule, risks, actions, and customer concerns.
  • Maintain operational continuity during deployments, leave, staffing gaps, urgent customer requirements, and changes in mission tempo.
  • Support process improvement, lessons learned, cross-training, succession coverage, and standardization across regional sites while accounting for legitimate site-specific requirements.
  • Travel to supported sites and customer locations as mission needs require.

Education Requirements:

  • Bachelor's degree in any field and nine (9) or more years of related experience, or a master's degree in any field and 8 or more years of related experience; Six (6) additional years’ experience can be considered in lieu of degree.

Clearance Requirements:

  • Active Secret security clearance required by the start date and must be maintained throughout employment.
  • U.S. citizenship required.

Required Qualifications:

  • Five or more years of experience leading geographically dispersed technical or operational personnel, multiple locations, or comparable complex operations.
  • Demonstrated U.S. Army experience through military service, Army civilian employment, or contractor support to Army programs or units.
  • Demonstrated experience planning and coordinating personnel, schedules, priorities, and resources in a complex, high-operational-tempo environment.
  • Demonstrated ability to represent an organization directly to Army customers and senior leaders, including communicating limitations, schedule impacts, risks, and recovery options.
  • Demonstrated judgment in resolving competing operational priorities, identifying risk, and escalating matters outside delegated authority.
  • Strong written and verbal communication skills, including the ability to translate technical or operational complexity into information leaders can use to make decisions.
  • Ability to travel up to 50%, including travel to CONUS and OCONUS locations.
  • Ability to obtain and maintain a U.S. passport and meet applicable medical, security-training, country-clearance, theater-entry, and deployment requirements for supported locations.

Preferred Qualifications:

  • Direct experience with IBCS.
  • Experience supporting operations in the Pacific region, at OCONUS locations, or with allied-partner or Foreign Military Sales missions.
  • Experience with Integrated Air and Missile Defense, Army air defense, mission command, command-and-control systems, field service, sustainment, systems integration, testing, training, or logistics.
  • Experience as a regional manager, operations manager, field-operations lead, site lead, senior field service engineer, sustainment lead, or military operations leader.
  • Formal civilian supervisory experience or comparable military leadership experience.
  • Experience developing site leads, building cross-site coverage, and improving employee retention or team resilience.
  • Familiarity with field-support readiness, technical issue escalation, configuration discipline, property accountability, travel and deployment requirements, and customer reporting.

Work Environment:

  • Work is performed fully on-site at Redstone Arsenal and, when traveling, at office, laboratory, military-installation, and field locations based on mission requirements.
  • Ability to travel by commercial or military transportation and work at CONUS and OCONUS customer locations.
  • Ability to comply with applicable site-access, safety, security, medical, and theater-entry requirements.
