Network Senior Director of Infrastructure (Facilities)
Description
Summary/Objective:
The Network Senior Director of Infrastructure (Facilities) leads the Network's physical infrastructure program — Facilities, Environmental Services, Capital Projects, Transportation, and Safety — across Citizen Advocates and St. Joseph's Recovery Centers, reporting to the Network Associate Vice President of Infrastructure & Technology (AVP), who holds ultimate executive ownership of the Network's infrastructure, safety, and capital strategy. The role carries day-to-day leadership accountability for the Network's facilities portfolio, representing over $80M in fixed assets.
This role manages infrastructure strategy execution and capital investment priorities on behalf of the AVP; administers network-wide budget, grant, and vendor outcomes within AVP-approved parameters; and is directly accountable to the AVP for the condition, safety, and regulatory compliance of every Network-owned, leased, or rented property and vehicle. The Director of Network Facilities and the Fleet & Transportation leadership execute day-to-day operations and contractor oversight; this role owns execution outcomes and budget administration, while the AVP retains ultimate strategic and fiduciary ownership.
Essential Functions (Job Duties):
Strategic Infrastructure Oversight & Portfolio Accountability
- Manage the day-to-day oversight, function, safety, and regulatory compliance of all Network-owned, leased, or rented real estate and physical assets — including HVAC, electrical, fire systems, water, sewer, and transportation — reporting results to the AVP, who holds ultimate ownership of the Network's physical infrastructure.
- Recommend and execute improvements to the Network's facilities and infrastructure structure within growth and expansion priorities approved by the AVP.
- Ensure every Network property is maintained to a standard the community regards as well kept and professionally appointed; personally review aesthetics and risk-management assessment results escalated by the Director.
Capital Planning & Budget Strategy
- Develop and recommend capital budget priorities for the Network's $80M+ facilities and infrastructure portfolio; gather and quantify the data required for grant writing and capital budgeting, for AVP review and final approval.
- Review and approve the Director's capital project status reporting; escalate schedule or budget variances beyond delegated Director authority to the AVP with a recommended course of action.
- Manage bid package strategy and vendor/contractor sourcing above the Director's delegated authority, within the budget and vendor strategy approved by the AVP; serve as the first-line escalation point for vendor-performance or contract issues the Director cannot resolve, escalating final awards above delegated authority to the AVP.
- Evaluate energy consumption and use across the Network and direct capital investment recommendations on efficiency and infrastructure modernization to the AVP.
Leadership of Facilities, Transportation & Safety Programs
- Directly supervise the Director of Network Facilities, Transportation, Capital Projects, and Safety; through that role, provide executive oversight of the Associate Director tier and the unified network facilities maintenance pool and Fleet & Transportation Operations pool.
- Review and act on the Director's standardized project and corrective-action status reports; hold the Director accountable to defined reporting cadence, site-visit, and escalation commitments.
- Own personnel strategy execution for the facilities, transportation, and capital projects department — including structure, staffing levels, and succession planning — within headcount and budget approved by the AVP.
- Ultimate oversight of Network vehicles and operations of the Township Auto shop, ensuring fleet condition, cost-recovery practices, and insurance/DMV licensing requirements are met, consistent with the efficiency and profitability standards set by the AVP.
Executive Reporting & Board/ELT Liaison
- Prepare board-level capital and infrastructure materials and data for the AVP's use in Board and Executive Leadership Team reporting; serve as the operational liaison between project contractors and Administration, and represent the AVP on infrastructure matters at the AVP's direction.
- Provide the AVP with regular, defined-cadence updates on network-wide infrastructure status, major capital projects, and departmental performance, synthesizing the Director's reporting rather than duplicating site-level detail.
- Serve as the day-to-day point of contact with regulators and external agencies on infrastructure, environmental, and safety matters that rise above the Director's authority, keeping the AVP informed and escalating matters of network-wide or reputational significance to the AVP.
Safety, Security & Emergency Preparedness
- Responsible for the Network's safety and security plans, holding network-wide accountability for safety and security program outcomes and reporting program performance to the AVP. The Director of Network Facilities chairs the Safety Committee and owns day-to-day emergency preparedness execution, reporting outcomes and corrective-action status to this role.
- Hold accountability for fire and building code compliance network-wide, and authorize immediate safety/security action when a hazardous condition exists, without requiring prior Administration approval, reporting all such actions to the AVP.
- Serve as the Network's Emergency Preparedness Coordinator, ensuring readiness, drills, and response capability are resourced and maintained across all sites, and reporting program status to the AVP.
Supervisory Responsibilities:
Directly supervises the Director of Network Facilities, Transportation, Capital Projects, and Safety. Through that role, provides executive oversight of the Associate Director tier and the Network's facilities maintenance and Fleet & Transportation Operations (Township Auto) staff.
Competencies:

- Able to see the big picture and set strategy, rather than manage at site-operation granularity.
- Able to communicate succinctly to executive leadership and external regulators.
- Able to prioritize and budget across a portfolio of competing capital projects network-wide.
- Able to keep leadership appropriately apprised without requiring prompting.
- Able to solve problems and make decisions without significant intervention from superiors.

- Able to build and manage vendor relationships, and to source multiple competitive vendors for the same product or service.
- Able to write a bid package, prepare board level reports, and speak publicly when called upon.
- Collaborative, with demonstrated leadership skills — able to influence others, present competent and credible reports, and work across departments.
- Organized, with strong written and verbal communication skills.
- Financial acumen sufficient to manage multiple budgets simultaneously.
- Strategic thinking, confidentiality, and sound problem-solving judgment.
- Able to read blueprints, construction documents, and land surveys.
