Partner Engineering and Science, Inc. is seeking an experienced Onsite Project Manager to join our Power & Infrastructure practice group. Serving in an Owner’s Representative capacity, you will provide critical field leadership and construction oversight for a major utility-scale solar project located in Delaware, with future oversight assignments on utility-scale renewable energy projects across the regional portfolio.

In this role, you will represent the asset owner’s best interests on the ground, holding the Engineering, Procurement, and Construction (EPC) contractor, subcontractors, and major equipment suppliers accountable for safety, quality, schedule, and cost.

Key Responsibilities

  • Owner’s Representative Oversight: Act as the primary onsite liaison and advocate for the project owner, monitoring daily operations and holding the EPC contractor and associated vendors accountable to contractual obligations, engineering specifications, and industry standards.
  • Schedule & Milestone Tracking: Continually audit the EPC baseline schedule (P6 or equivalent), monitor critical-path activities, identify early risk bottlenecks, and ensure recovery plans are executed as necessary.
  • Budget, Billing & Change Management: Review and approve monthly progress pay applications (AIA or milestone-based), evaluate schedule of values (SOV), verify installed quantities in the field, and review/negotiate contractor change orders and potential claims.
  • Field Monitoring & Daily Reporting: Perform daily site walks to assess construction quality, civil work, structural racking, module installation, electrical cabling, and commissioning activities. Generate detailed daily and weekly owner reports documenting progress, equipment deliveries, workforce counts, weather delays, and site safety.
  • Meeting Leadership & Stakeholder Reporting: Lead weekly onsite owner-architect-contractor (OAC) progress meetings, manage agendas and action-item logs, and deliver transparent status briefings to utility off-takers, lenders, independent engineers, and internal leadership.
  • Quality & Commissioning Assurance: Oversee quality assurance/quality control (QA/QC) documentation, non-conformance reports (NCRs), pre-commissioning checklists, testing protocols, and punch-list closeout leading up to Commercial Operation Date (COD).

Qualifications & Experience

Required:

  • Proven direct project management or construction management experience on utility-scale solar (PV) projects (e.g., ground-mount, tracker systems, high-voltage interconnect).
  • Strong track record serving as an Owner’s Representative, Independent Engineer (IE), or EPC Project Manager.
  • Thorough understanding of utility-scale construction sequencing, civil grading, pile driving, structural assembly, DC/AC collection systems, and inverter skids.
  • Demonstrated experience evaluating monthly progress billing, auditing earned value, managing change orders, and administering EPC contracts.
  • Proficiency in construction management and scheduling software (Procore, Primavera P6, MS Project, Bluebeam).
  • Willingness to be based full-time on the Delaware jobsite for the duration of the build, with adaptability to transition to future regional projects.

Preferred / Plus:

  • Direct field experience with Battery Energy Storage Systems (BESS).
  • Hands-on familiarity with high-voltage substation construction, switchyards, transformers, and utility interconnection processes.
  • Bachelor’s degree in Construction Management, Civil, Electrical, or Mechanical Engineering, or a related technical discipline.
