Position Objective:

At Habitat for Humanity Philadelphia (“HFHP”), we are builders who work alongside, not for others. We are driven by accountability and defined by our stick-to-itiveness. The Property Manager is responsible for the daily operations, stewardship, compliance, homeowner relations, financial coordination, and physical oversight of HFHP’s homeownership properties. This role ensures that assigned properties are managed in a professional, efficient, mission-driven, and homeowner-centered manner while supporting affordable homeownership program requirements, property standards, resale restrictions, occupancy requirements, and other applicable funder, local, state, and organizational requirements.

Key Duties and Responsibilities:

HOMEOWNESHIP PROPERTY OPERATIONS

  • Oversee day-to-day administrative and operational activities for assigned HFHP homeownership properties.

  • Maintain accurate property, homeowner, occupancy, resale, warranty, repair, and program records.

  • Coordinate property onboarding, homeowner transitions, resale processes, move-in readiness, and related documentation.

  • Monitor property performance, including occupancy status, homeowner compliance, service requests, maintenance follow-up, insurance documentation, and property condition.

  • Support implementation of HFHP policies, homeowner agreements, deed restrictions, resale provisions, and program guidelines fairly and consistently.

  • Support the development and implementation of the Multifamily program education curriculum by identifying and coordinating qualified workshop presenters, scheduling required education sessions, and tracking participant completion in accordance with program requirements.

Affordable Homeownership Compliance

  • Ensure ongoing compliance with applicable affordable homeownership program requirements, including income eligibility, occupancy, resale restrictions, deed covenants, affordability periods, and funder requirements.

  • Maintain complete and accurate homeowner files, eligibility documentation, occupancy records, resale documentation, and compliance records.

  • Prepare and submit required reports to HFHP leadership, funders, housing agencies, lenders, and regulatory partners as assigned.

  • Support monitoring visits, file reviews, audits, inspections, and corrective action plans related to affordable homeownership properties.

  • Track homeowner compliance with program obligations, including owner-occupancy, insurance, taxes, maintenance standards, and other requirements outlined in homeowner agreements or property documents.

Homeowner Relations and Community Support

  • Provide professional, respectful, and responsive service to homeowners, applicants, guests, neighbors, vendors, and community partners.

  • Address homeowner questions, concerns, notices, compliance issues, maintenance coordination matters, and property-related disputes in a timely and documented manner.

  • Coordinate homeowner communication regarding inspections, repairs, warranties, resale processes, occupancy requirements, and program obligations.

  • Promote stable, safe, and well-maintained homeownership communities that support HFHP’s mission and long-term affordability goals.

  • Collaborate with homeowner services staff, construction staff, finance staff, community partners, lenders, and public agencies when appropriate.

Maintenance and Property Condition

  • Conduct or coordinate regular property, exterior, common area, and home condition inspections as applicable to verify safety, curb appeal, maintenance standards, and program compliance.

  • Coordinate with Build staff, vendors, contractors, and homeowners to ensure timely completion of approved repairs, warranty items, preventive maintenance, and property improvements.

  • Monitor service requests and homeowner follow-up to ensure property issues are documented and resolved appropriately.

  • Support emergency response procedures, property preparedness, insurance coordination, and safety-related communications as required.

Financial and Administrative Responsibilities

  • Coordinate homeowner payments, fees, assessments, escrow-related items, reimbursements, or other charges in accordance with HFHP policy and applicable agreements.

  • Monitor delinquency or noncompliance matters, issue notices, support repayment or corrective action plans when approved, and coordinate with leadership regarding legal or enforcement action when necessary and appropriate.

  • Assist with property budgets, purchase orders, invoices, expense tracking, monthly reports, insurance documentation, and financial performance reviews.

  • Maintain confidentiality and accuracy in all homeowner, financial, compliance, and property records.
