Description

Senior Manager, Core HR Product Owner

Location: Dallas, TX

Your Role

The Senior Manager, Core HR Product Owner leads the strategy, governance, optimization and ongoing delivery of the global Core HR product ecosystem within Global People Services. Serving as the business product owner for Core HR and Tier 2 HR technology capabilities, this role connects People Services, HRIT, Identity & Access Management, IT, Security, HR Business Partners and other HR Centers of Excellence to deliver secure, scalable and employee-centered HR technology and processes across Oracle HCM, self-service, HR data, ServiceNow, identity lifecycle integrations, security and downstream systems.

What you'll do

  • Own the Core HR and Tier 2 HR technology strategy, roadmap and backlog, prioritizing enhancements, defects, integrations, self-service, data quality, controls, compliance, technical debt and operational improvements based on business value.

  • Translate employee, manager, People Services and HRBP needs into business requirements, user stories and acceptance criteria; partner with HRIT on solution design, configuration, development, UAT, releases, production support and business sign-off, while serving as an Oracle HCM subject-matter escalation point.

  • Lead the global roadmap for Employee Self-Service (ESS), Manager Self-Service (MSS) and HR Self-Service (HRSS), moving high-volume or high-friction work to intuitive self-service while maintaining appropriate approvals, security, auditability and HR oversight.

  • Partner with HRIT, change management, WalkMe and other digital adoption teams on implementation, testing, training, communications, contextual guidance and adoption; use case volume, user feedback and transaction outcomes to improve completion, reduce friction and identify additional automation opportunities.

  • Serve as a senior business steward for Core HR data across Oracle HCM and connected systems, establishing ownership, standards, validation rules and controls for worker, organizational, position, employment, location and hierarchy data; lead reconciliation, data-quality reviews and root-cause remediation.

  • Provide HR business ownership for integrations among Oracle HCM, SailPoint, Active Directory/Entra ID, ServiceNow and other dependent systems, including Joiner/Mover/Leaver lifecycle automation; govern authoritative Oracle data, define lifecycle requirements, assess downstream impacts and coordinate end-to-end testing and recurring-failure remediation.

  • Lead HR application security and access governance in partnership with HRIT, IAM, Security, Internal Audit and business stakeholders, including Oracle HCM security roles, Areas of Responsibility, approval routing, access models, elevated-access reviews, segregation of duties, audit support and control remediation.

  • Own the Core HR/Tier 2 ServiceNow relationship for incidents, requests, defects and enhancements; ensure appropriate categorization, prioritization, ownership, monitoring and resolution; analyze aging and recurring tickets to drive escalation, root-cause fixes, automation, self-service, training, knowledge improvements and product changes.

  • Act as the primary business counterpart to the HRIT HCM team and partner across People Services, HRBPs, Recruiting, Payroll, Benefits, Compensation, IAM, IT and Security to define ownership, prioritize reporting and product needs, validate reports and dashboards, coordinate cross-functional testing and release readiness, and drive decisions across upstream and downstream dependencies.

  • Lead the Tier 2 Core HR operation and associated product portfolio, provide direction and prioritization to team members, establish measurable objectives for product delivery, data quality, self-service adoption, security and service performance, escalate business risk and competing priorities, and build repeatable global governance that reduces reliance on manual intervention.

What you'll need

  • Significant progressive experience in HR technology, HR operations, HRIS, product management or a related discipline, including experience operating at a manager or senior-manager level.

  • Strong functional knowledge of a global Core HR platform, preferably Oracle Fusion Cloud HCM, with experience owning or leading HR technology products, roadmaps, backlogs and cross-functional delivery.

  • Experience designing and deploying employee and manager self-service and using adoption insights, user feedback or service data to improve the employee and manager experience and reduce manual support.

  • Strong knowledge of HR data structures, data governance, data quality, security, controls and the downstream impact of worker, organizational, position and employment data changes.

  • Experience with HR/IT integrations and employee lifecycle processes, including new hires, changes, transfers, leaves, rehires, conversions and terminations; Joiner/Mover/Leaver automation and identity governance experience is preferred.

  • Experience managing production incidents, defects, enhancements and service-management processes using ServiceNow or a comparable ITSM platform.

  • Experience developing business requirements and acceptance criteria, coordinating UAT and business sign-off, managing releases, validating reporting requirements and driving issue resolution and root-cause remediation.

  • Demonstrated ability to partner and influence across HR, HRIT, IT, Security, Identity & Access Management, Internal Audit and other stakeholders in a complex, global organization.

  • Strong analytical, problem-solving, prioritization and stakeholder-management skills, with the ability to balance strategic priorities, operational needs, compliance requirements and technical debt.

  • Preferred experience with Oracle HCM, ServiceNow, SailPoint, Active Directory/Entra ID, Oracle HCM security roles and Areas of Responsibility, approval workflows, WalkMe or other digital adoption platforms, global/multi-entity HR environments and Agile product-management practices.
